What it is
Centrul de Formare APSAP is a Romanian provider of professional training for adults. It runs live online courses over Zoom, self-paced study on its own e-learning platform, and in-person courses with accommodation at hotels around the country. Its courses lead to occupational qualifications and specializations in fields such as accounting, public procurement, EU funding, HR and labor law, workplace safety, cybersecurity, data protection, artificial intelligence and digital skills. The site and the courses are in Romanian.
The home page puts its track record at "20 ani de experiență" (20 years of experience) and 250,000 learners, with a satisfaction rating of 5/5. It says more than 150,000 learners have taken part in its live Zoom format alone. APSAP grew up working with public institutions, and the site addresses that history directly: it does not run courses only for the public sector, and it puts the current split at roughly 85% companies, organizations, multinationals, individuals and specialists, and about 15% public sector.
Authorization and certificates
The site explains that its programs are authorized, depending on the course, by different bodies. The Ministry of Labor and the Ministry of Education authorize adult vocational training, and APSAP says it is registered in the national register of adult training providers with 23 authorized online programs. The cybersecurity programs are authorized by DNSC, the national cybersecurity directorate, and the program on quality management in health services by ANMCS. The site adds that the Colegiul Medicilor din România, the national body for doctors, recognizes APSAP as a "furnizor de educație medicală continuă", a provider of ongoing education for doctors, and that residential courses are arranged through a licensed travel agency.
Depending on the program, a participant receives a certificate of completion, a certificate of specialization, a certificate of participation or another document issued under the rules of the authorizing body. Many of the online qualification courses carry a COR code, the Romanian occupational classification, such as 331302 for accountant or 242116 for public procurement expert. The site's own advice is that each participant should check the certificate type, completion conditions and exam requirements on the course page before enrolling.
The course catalog
The online catalog groups programs by area:
- Management, public procurement and EU funds: Expert Achiziții Publice (public procurement, including the SEAP procurement platform), project manager, and EU funding access.
- AI and digital skills: Utilizarea Inteligenței Artificiale (using artificial intelligence), digital skills covering Microsoft Excel, Word and PowerPoint, social media and digital marketing, and an SEO and GEO specialist course.
- Labor, HR, safety and fire prevention: HR officer with the REGES employee register, labor law expert, workplace health and safety inspector, fire prevention technician, and union delegate.
- Cybersecurity and data protection: a DNSC-authorized cybersecurity audit program, a course for CSIRT team members, a data protection officer course, and an NIS2 officer group being formed.
- Quality and health: ISO 9001 quality management systems and the ANMCS-authorized health services quality program.
- Training and personal development: trainer and public speaking, personal development counselor (NLP), entrepreneurial skills and financial education, English and interior design.
- Accounting, tax and audit: accountant, tax and tax procedure, and internal audit in the public sector.
The site recommends choosing by goal rather than course title: pick the field tied to the job you want, start from the legal requirement if your organization has one ("NIS2 înseamnă securitate cibernetică, REGES înseamnă resurse umane", meaning NIS2 points to cybersecurity and REGES to HR), and choose team training by the process you want to improve. It also says courses exist for every education level, from people who finished compulsory schooling to high school and university graduates, which matters for anyone changing careers.
Formats and the e-learning platform
Live online courses run over Zoom, usually as five-day blocks; the October listings run 5 to 9, 12 to 16 and 19 to 23 October, and the calendar continues into February 2027. The home page says the courses are taught by practitioner lecturers and combine, depending on the program, live sessions with practical work on its own e-learning platform, which holds "peste 500 de ore de conținut video" (more than 500 hours of video). The platform at elearning.apsap.ro adds course materials, progress tests and other learning activities, and can serve either as a supplement to live sessions or as the main way to study.
A separate line of online courses for the public sector promises trainers from central government, a question and answer session and a recognized certificate of participation, with topics such as public accounting, procurement with EU-funded projects, urban planning, social services, school management, health quality, internal audit, NIS2 cybersecurity and AI, civil status records and administrative law.
Residential courses run for 7, 6 or 5 days at hotels by the sea, in the mountains, at spa resorts and in the Delta. Listed venues include Hotel Carpathia in Sinaia, Hotel Elexus and Elexus Boutique in Predeal and Hotel President in Băile Felix, with Poiana Brașov, Mamaia, Neptun and the Delta among the destinations. Topics are aimed at public administration, such as public sector HR and pay, the administrative code, digital skills in the public sector, and communication and teamwork.
Lecturers
The site names its lecturers and their backgrounds. They include university professors from ASE, DNSC-authorized cybersecurity trainers, a former judge of the High Court of Cassation and Justice, a procurement expert from the national public procurement agency, a former director at ANMCS, labor lawyers, accountants who are CECCAR members, a former SEO manager at eMAG.ro who teaches the SEO and GEO course, and a public speaking trainer who founded her own school of oratory.
Prices
Prices are published per course in RON and marked VAT exempt ("TVA scutit"). Most accredited online courses list at 1,090 or 1,190 RON, the cybersecurity audit course at 1,490 RON and the social media course at 990 RON, usually with a promo or discount badge beside the price. The public-sector online courses list at 1,198 RON. Residential courses quote accommodation separately, VAT included, from 3,290 RON at Elexus Boutique, 3,390 RON at Hotel Carpathia and 3,490 RON all-inclusive at Hotel President.
Who it suits
APSAP suits Romanian adults who want an authorized qualification for a new role or a promotion, such as accountant, procurement expert, HR officer with REGES, safety inspector or trainer, and who want to study live from home over a week. It suits companies that need staff trained for legal duties, especially NIS2 cybersecurity, GDPR, workplace safety and fire prevention, and it suits public institutions that want residential courses combining training with a stay at a hotel. Doctors will note the recognition by the Colegiul Medicilor din România.
It is a poor fit for anyone who does not work in Romanian, since the courses, certificates and legal content are built around Romanian institutions. Learners who need a fully self-paced course should check whether their program includes platform access as the main study route, because many courses are built around live Zoom sessions on fixed dates.
