Ciphr eLearning is the off-the-shelf training library of Ciphr, a UK vendor of HR, payroll, recruitment, learning and benefits software. The library is sold to L&D and HR teams that need compliance and people-skills training running quickly, without commissioning courses from scratch. Ciphr's eLearning page describes the courses as the ones UK employers request most, "built to UK standards and ready to load into your LMS". It reports more than 20 years of experience delivering courses to over two million learners across the UK, the Republic of Ireland and internationally, and a current library of over 200 off-the-shelf courses alongside bespoke development.
The content is not resold from a third party. The FAQ says it is written and maintained by Ciphr's own instructional design team. That matters for a buyer comparing libraries, because the same team that writes the courses also builds bespoke modules for anything the library does not cover.
How the library is organized
The page is explicit that this "isn't one giant catalogue with a search bar." Courses are grouped into packs, so a company can equip a whole team or a single role without sorting through hundreds of unrelated titles. Six packs are named:
- Essentials compliance: the non-negotiables, with health and safety, data protection and anti-bribery as the examples given. The FAQ says it is built for statutory and regulatory training needs and is one of the most used packs in the library.
- Equality, diversity and inclusion: practical, scenario-led courses meant to help people recognize bias in the moment rather than recite a policy.
- Diversity microlearning: short modules for teams that need the message to land in minutes, described as useful for refreshers between full courses.
- Mental health and wellbeing: courses aimed at giving managers the confidence to handle a hard conversation well.
- Management: core people-management skills such as feedback, delegation and difficult conversations, for anyone stepping into a first line manager role.
- Manager's toolkit: bite-sized modules a manager can use the same day a situation comes up.
Every pack, the page says, is written around UK employment law, UK regulatory guidance and UK workplace culture, "not adapted from a US or global template." The full topic list is in a downloadable topic packs PDF and an eLearning course catalog, both linked from the page.
Delivery and LMS compatibility
Courses run on SCORM 1.2 and 2004. The practical consequence is spelled out in the FAQ: they work with any SCORM-compatible LMS, including Ciphr's own LMS or a system a company already has, and "You aren't locked into switching platforms to use the content." Completion data lands in the same place as the rest of the learning record, so mandatory training reporting does not mean chasing a separate spreadsheet.
Rollout is handled with the customer. Ciphr's team helps choose the packs that match the organization's risk areas and workforce, then delivers the selected courses by direct file share or loads them into the customer's LMS. It can also support a rollout plan to help engage employees. The page says packs are designed to be deployed quickly once topics are chosen, and the FAQ contrasts off-the-shelf courses, live "in days rather than months", with bespoke eLearning built around an organization's own policies, branding and scenarios. Many organizations, it says, use both.
Packages can be customized. The FAQ says a customer can add its own branding or adjust content to fit the organization without a fully bespoke build. For anything further, Ciphr offers bespoke eLearning development as a separate service.
Ciphr LMS and the wider suite
Buyers who do not yet have an LMS can run the courses on Ciphr's learning management system. The homepage describes it as an LMS meant to build capability rather than deliver tick-box training, with gamification, visual learning and structured learning journeys, accessible anytime and anywhere, and connected directly to the Ciphr HR platform so training links to HR development plans.
That connection is the reason Ciphr sells eLearning at all. The company's homepage presents one integrated suite of six connected solutions: Central HR, cloud payroll, recruitment, the LMS, an employee benefits platform and analytics, with an AI assistant across them. It reports 1,000+ UK organizations as customers, 2m+ employees managed and 40+ years as a UK-built business, and describes Central HR as ideal for UK organizations with 200-2,000 employees. On the onboarding page, learning assignment is one of the tasks the onboarding software coordinates before a new starter arrives. A company on the full suite can therefore push compliance courses to new hires from the same employee record HR and payroll use.
Ciphr also lists implementation, customer care, a support hub, HR software training and facilitated DEI training among its services, and a trust center and accreditations page under About. For a buyer of the course library, the relevant part is that the same company supports the LMS, the content and the HR record the training reports into.
The data-protection position comes from the same pages: Ciphr says employee data is held under UK GDPR and the Data Protection Act by UK-based teams. The footer gives Ciphr Limited's registered office in Reading.
Pricing and trial
Pricing for the eLearning library is quoted. The page says it "depends on the number of users, the courses you choose and any customisation required", and asks buyers to share their requirements to get a quote. A testimonial from the Royal Academy of Music describes the arrangement as a subscription model and calls it "an effective and affordable way to roll out training to large numbers of staff and students".
The eLearning page closes with an invitation to "Say yes to a free trial" of the courses, alongside a demo of how they fit inside Ciphr LMS or another platform. Ciphr's separate HR software pricing, from £5 per user per month with minimum user numbers, applies to the HR suite, not to the course library.
Who it suits
Ciphr eLearning fits UK employers that need statutory compliance training, EDI and management development in one place, written for UK law. A mid-sized organization with an existing LMS can buy only the packs it needs and load them in SCORM. One already on Ciphr HR gets the shortest path, with training tied to employee records and onboarding. HR teams that want a vendor to help pick topics and plan the rollout will find that included rather than sold as an extra.
The library is less suited to organizations outside the UK, since the page stresses UK law and culture throughout. A company that needs deep technical or sector-specific training will likely pair the packs with Ciphr's bespoke service. Budgeting starts with a quote, since the course library is priced per customer.
