What eAkademie is
eAkademie is the online learning platform of the Digitální a informační agentura (DIA), the Czech Digital and Information Agency. Its FAQ describes it as an online platform offering courses, videos and webinars to build digital and other skills and knowledge, inside public administration and beyond it, and the home page sums up the offer as courses and materials for civil servants and citizens covering what they need to know about the services and processes of public administration. Two groups use it: members of the public learning to deal with the state online, and public sector employees, along with the people who train them, who run those services. All content is free; the FAQ answers the question of whether every material is free with a plain yes. The platform was created within the ROPIM project, financed by the European Union's NextGeneration funds, and the DIA states its priority as simple, clear communication between citizens and the state, without bureaucratic duties and waiting in queues.
Three audiences, three formats
The home page splits the catalog three ways:
- Veřejnost (the public): courses for anyone who wants to learn new things, regardless of age or previous experience.
- Úředníci (civil servants): courses focused on digital skills, communication and finding one's way in legislation.
- Vzdělavatelé (educators): support for teachers and lecturers, with inspiration and tools for building modern education.
Content comes in three forms. Video guides (videonávody) are short videos with instructions, demonstrations and tips for digital services and tools. Courses and guides are complete topics split into lessons that learners work through at their own pace. Webinars are live online sessions with experts, plus recordings of past ones, with room for discussion. The FAQ says most courses take about 20 to 30 minutes, depending on the learner's pace.
Courses for the public
The public catalog teaches the Czech state's digital services one at a time. There are introductions to eGovernment and digitalization and to online safety, both also offered in English, a course on what a datová schránka (data box) is, what it is for, who must have one and when it pays off, and a course on using the Portál občana (Citizen Portal) to deal with offices from home, plus a practice version of the portal that works without logging in. Identity is covered in detail: an introduction to Identita občana (citizen identity) and its login methods, an interactive course on choosing how to log in to state services, and pairs of videos on setting up the eGovernment Mobilní klíč (mobile key) and NIA ID. The Registr zastupování course explains why the register of representation was created, its legal framework and how digital representation works for citizens and offices.
A set of step-by-step life-situation guides shows what can be handled online: the birth of a child, moving to an old-age pension, caring for a relative, unemployment, buying or transferring a car, starting a trade business as a self-employed person, and dealing with debt and entering debt relief, including the insolvency register. A series named Jenda covers housing allowance, child benefit, parental allowance, documenting income and costs, and unemployment. For seniors there is a printable brochure, Úřady přes internet (offices via the internet), with a matching methodology for those who teach seniors.
Courses for civil servants
The civil servant side is larger and more technical. It covers the systems officials use daily: CAAIS for managing access and permissions (an introduction, an interactive guide and video tutorials for local administrators, statutory representatives, regular users, role management and data transfer from JIP/KAAS), the eDoklady digital documents system and how to verify identity with it from a desktop or a phone, Czech POINT basics, eLegalizace (electronic official verification of signatures), the Registr práv a povinností (register of rights and obligations), the ISDŘ portal for requests for opinions on ICT projects, and the Zpětná vazba feedback application built by DIA staff.
Cybersecurity courses come from NÚKIB, the National Office for Cyber and Information Security: cybersecurity basics from password security to electronic signatures, a course for cybersecurity managers on the organizational measures of decree 409/2025, one for people responsible for cybersecurity on all measures of decree 410/2025, courses for top management under the higher and lower obligation regimes of Act 264/2025, and a Train the Trainer course on leading and building cybersecurity exercises. An anti-corruption course was developed with the Ministry of Justice for public employees, and a course on resilience to illegitimate influence, created by experts from the Ministry of the Interior, is for DIA employees only.
AI gets its own track. A four-part series, Základy AI (AI basics), runs from getting started with generative AI in an office through creating content and working with information and data, including spotting AI hallucinations, to using AI safely and responsibly with GDPR, anonymization and the AI Act; the four lead to a certificate called Začínáme s AI. Further courses cover AI agents for advanced users, AI ambassadors in smaller organizations, AI in customer support and in project management, building simple apps without programming (vibecoding) with human review, and a guide to the ethical and responsible use of AI in public administration.
Civil servants preparing for the general part of the úřednická zkouška (civil service exam) get study materials, check questions and practice tests, plus a 2026 preparation course that tracks their progress. Other courses cover data in public administration, spatial data and GIS, the INSPIRE directive and the ISSI system, the Women, Peace and Security agenda, effective meetings, clear presentations, time management and digital wellbeing.
Educators and how learning works
Educators get teaching material rather than only courses. Digitální stát v kostce (the digital state in a nutshell) is a methodology for the interactive courses Identita D&D: Level 15 and Digitalizace D&D: Přístup povolen, with worksheets that help pupils consolidate what they learned. A separate course prepares librarians to act as guides to the digital world for the citizens they serve.
Some videos and materials are public; others are for logged-in users, and everything available to a user appears after login. A registered learner sees completed and in-progress courses, results and certificates in their profile, and saves chosen courses in a Moje studium (my studies) tab. Courses assigned by a supervisor show up as a notice on the platform, and learners can add other topics on their own. Some courses end with a test, after which the learner receives a certificate or a confirmation of completion. Courses can be repeated at any time, and links to public courses and videos can be shared. Support runs through the DIA helpdesk and a dedicated eAkademie e-mail address.
Who it suits
eAkademie suits anyone in the Czech Republic who has to deal with the state online, and beginners in particular: the FAQ says most courses are designed so that users without prior experience of digital technology can follow them. For public sector staff it is a practical training library for the exact systems they operate, with certificates on selected courses and civil service exam practice. Teachers, librarians and those who teach seniors get ready-made material. The limit is scope: almost everything is about Czech public administration, and nearly all of it is in Czech.
