What the TESDA Online Program is
The TESDA Online Program, shortened to TOP on its own site, is TESDA's online learning platform for technical-vocational education and training. The site describes it as "a web-based platform that offers free Massive Open Online Courses (MOOCs) for the technical education and skills development of the Filipino workers", and says it delivers training "at the learner's own space and time". It is a learner product: a worker creates an account, picks a course from the sector catalog and studies it online. The same description adds that the program "is available for blended learning through the Multi-Regional TESDA Online Program (MRTOP) offered by TESDA Technology Institutions (TTIs)", so the online courses also connect to TESDA's own training institutions.
The platform runs on Moodle, and a mobile app is offered from every page. Beside the course catalog, the main menu has an About TOP page, FAQs, How To guides, videos, news and the ATVERC Library. The home page is built around one action, with repeated "Enroll now!" banners and a "Create an Account" button.
How the catalog is organized
Courses are grouped into sectors, and most course names carry a qualification level, usually NC II or NC III, with a few marked Level II or Level III. The home page features a row of sectors (agriculture, construction, electrical and electronics, 21st century skills, tourism, TVET, entrepreneurship, health care, ICT, automotive, maritime, HVAC, processed food and beverages, and social and community development), and the full category index adds language, gender and development, the Halal Awareness Program, lifelong learning skills, courses with accessibility features, International Labour Organization courses, and programs for TESDA's own employees. The index runs over two pages, with a search box and an option to expand every category.
Trades, agriculture and technical courses
The technical side of the catalog covers farming and the building, electrical and mechanical trades:
- Agriculture: Agro-Entrepreneurship NC II and NC III, Organic Agriculture Production NC II, Agricultural Crops Production NC II, Aquaponic Food Production and Fruit Growing.
- Automotive and Land Transport: Automotive Servicing (Engine Repair) NC II.
- Construction: Plumbing NC II, Photovoltaic Systems Installation NC II and Technical Drafting NC II.
- Electrical and Electronics: Computer System Servicing NC II, Electrical Installation and Maintenance NC II, and a Renewable/Alternative Energy category.
- Heating, ventilating, air conditioning and refrigeration: Refrigeration and Airconditioning Servicing (DOMRAC) and Commercial Air-Conditioning Installation and Servicing NC III.
- Maritime: Ships' Catering.
- Process Food and Beverages: Food Processing NC II.
Service, health, office and digital courses
The service sectors are where the catalog is deepest. Tourism has Bread and Pastry Production NC II, Cookery NC II, Food and Beverage Services NC II, Front Office Services NC II and Housekeeping NC II. Human Health/Health Care has Barangay Health Services NC II, Massage Therapy NC II, Caregiving (Elderly) NC II, Contact Tracing NC II, Barangay Infectious Disease Management Services Level II and a course on practicing COVID-19 preventive measures in the workplace. Social, Community Development and Others has Beauty Care (Nail Care) Services NC II, Domestic Work NC II, Bookkeeping NC III, Early Childhood Care and Development Services NC III, and Bookkeeping for Sangguniang Kabataan (SK) Financial Transactions NC II.
Information and Communication Technology covers Visual Graphic Design NC III, Content Creation (Social Media) Level III, Digital Marketing Level III and a set of Amazon Web Services (AWS) courses.
Foundational skills, entrepreneurship and partner content
The 21st Century Skills sector is the broadest entry point. It has categories for communication, language literacy, environmental literacy and digital literacy, plus sections named Khan Academy, HP LIFE and Job Ready Courses. Entrepreneurship holds three programs: iSTAR, OFW RISE and Start and Improve Your Business. Lifelong Learning Skills offers personal financial management courses. Separate categories cover language, Gender and Development (GAD) and a Halal Awareness Program. The International Labour Organization (ILO) section lists Job Readiness Courses, marked new, and a STEM in TVET Workshop.
Courses for trainers, staff and learners with disabilities
Part of the catalog is aimed at the people who deliver vocational training. The TVET sector offers Trainers Methodology I and Trainers Methodology II. A separate set of TESDA Capability Building Programs for TESDA Employees includes courses from the National Institute for Technical Education and Skills Development and its Curriculum and Training Aids Development Division and Technology Research Development Division, an Appreciation Course on Flexible Learning, a capability-building program for implementing area-based and demand-driven TVET, and a Regional/Institutional LMS Administration Training Program. As the category name says, the platform doubles as a training system for TESDA's own staff.
A category of TOP Courses with Accessibility Features currently holds two courses, Bread and Pastry Production NC II and Food Processing NC II. The course pages also have a font size control with three settings and a choice of site colors.
How learning works
A learner registers, enrolls in a course and works through it online at their own pace, on the website or through the mobile app. The How To section and the video library explain the steps, and the FAQs page answers common questions. A privacy notice appears on first visit, and the footer links to the data retention summary and site policies. The site says nothing about how courses are assessed or what a learner receives on completion.
Who it suits
The TESDA Online Program suits Filipino workers who want free, self-paced vocational training they can start from home, whether that is a first step into a trade such as plumbing, electrical installation or cookery, a service skill such as caregiving or front office work, or a digital skill such as graphic design, social media content or AWS. There are also courses built around barangay health services and Sangguniang Kabataan bookkeeping, and TVET trainers and TESDA staff have their own track. The sector structure also makes it easy to chain courses into a path: Agro-Entrepreneurship NC II and then NC III for a farm business; Photovoltaic Systems Installation NC II next to the renewable energy category for solar work; Bread and Pastry Production or Food Processing followed by Start and Improve Your Business for a small food venture; or Caregiving (Elderly) NC II and Early Childhood Care and Development Services NC III for care work. Learners who want classroom contact can look at the blended route through the TESDA Technology Institutions. The catalog leans toward NC II and NC III trade qualifications and practical work skills, so someone after academic study will find little here.
