Bilgeİş, full name Bilgeİş Öğrenme Portalı (Bilgeİş Learning Portal), is an online course platform for adults who want to build work skills, run by a Turkish university. The footer states that "Bilgeİş, Orta Doğu Teknik Üniversitesi (ODTÜ) Uzaktan Eğitim Uygulama ve Araştırma Merkezi tarafından yönetilmektedir" (Bilgeİş is managed by the Distance Education Application and Research Center of Middle East Technical University, ODTÜ). The home page introduces it as "Türkiye'nin Çevrimiçi Eğitim Platformu" (Türkiye's online education platform), offering "ODTÜ güvencesiyle, uzmanlardan çevrimiçi eğitimler" (online training from experts, with ODTÜ's assurance), and asks visitors to "Kariyerinizi geliştirin, yeni beceriler kazanın" (develop your career, gain new skills).

What the platform offers

Three promises sit at the top of the home page: "100 Çevrim İçi Ders" (100 online courses), "Uzmanlar Tarafından Eğitim" (training by experts) and "ODTÜ'den Sertifika", explained as "Dersleri Tamamlayanlara Sertifika" (a certificate from ODTÜ for those who complete the courses). Signing up costs nothing: the call to action reads "Ücretsiz kaydolun ve öğrenmeye başlayın!" (sign up for free and start learning). No course prices appear anywhere on the site's home or course pages.

The certificate is a course completion certificate from the university, which is what a learner can show an employer. It is presented as proof of finishing the course, not as a diploma or degree.

The course catalog

The course page lists the categories with the number of items in each. The core work-skills areas are Bilgi Güvenliği (information security, 3), Bulut Teknolojileri (cloud technologies, 1), Dijital Pazarlama (digital marketing, 5), Fotoğraf ve Video (photo and video, 7), İletişim Becerileri (communication skills, 9), İş Geliştirme (business development, 8), Kişisel Gelişim (personal development, 3), Mikrodenetleyiciler (microcontrollers, 8), Ofis Uygulamaları (office applications, 8), Programlama (programming, 2, with subcategories for desktop and mobile programming languages), Sunum Becerileri (presentation skills, 1), Verimlilik Araçları (productivity tools, 4), Web ve Tasarım (web and design, 3, with 2D design, 3D design and web design tools), Sağlıklı ve Güvenli İşyeri (healthy and safe workplace, 5), Servis Hizmetleri (service work, 2) and Yeni Teknolojiler (new technologies, 4).

Several collections serve particular groups. Bilişimle Girişimci Kadın, a collection for women entrepreneurs in IT, is the largest single category with 11 items. Kodluyoruz (we are coding) holds 6 and Öğretmen Eğitimi (teacher training) 4.

The course page also shows when each collection was last changed. Most work-skills categories carry the date 12 Haziran 2025 (June 12, 2025), and Servis Hizmetleri and Yeni Teknolojiler 25 Haziran 2025, while the women entrepreneurs collection is dated 20 Ekim 2020, Kodluyoruz 16 Ekim 2020 and teacher training 8 Aralık 2021. The core catalog was therefore revised in 2025, while some of the special collections have not changed since 2020 or 2021.

Popular courses and their reach

The home page shows its most popular courses with a learner count on each card, which gives a rare public view of how much a platform is used. Kişisel Stres Yönetimi (personal stress management) shows 71001 learners, Python Programlama - 1 shows 68596, Liderlik (leadership) 59336, Genel İş Sağlığı ve Güvenliği (general occupational health and safety) 58768, Zor İnsanlarla Baş Etme (dealing with difficult people) 49830, Tasarım Odaklı Düşünme'ye Giriş (introduction to design thinking) 43552, Programlamanın Temelleri (fundamentals of programming) 42907, İşiniz İçin Sosyal Medya (social media for your business) 38332 and Ürün Fotoğrafçılığı (product photography) 18747.

The short descriptions on those cards show the practical tone. The programming fundamentals course is "dört bölüm olarak yapılandırılmıştır" (structured in four parts). The social media course opens with general information on marketing through social media. The stress course starts by asking whether the learner's job is demanding, and the difficult-people course deals with the people we find it hard to communicate with in every area of life. The leadership course frames leadership as bringing people together around shared goals, the product photography course starts from the point that product photos are no longer taken only by professional photographers, and the design thinking introduction begins by questioning the idea that design is only about quality and looks. Python Programlama - 1 describes programming as writing, testing and maintaining computer programs.

International projects and languages

Bilgeİş also hosts courses from international projects, each as its own collection. Mobile Game Development (m-game), with 5 items, comes in English, Italian, Turkish, Spanish and Greek versions. Teaching in Higher Education via Eye-tracking (THEE), a course for university teachers, comes in Turkish, English, Italian and Lithuanian. Further collections carry the names BRIDGE Black Sea MOOC, Digital Skills Training (MSCA), İMEP and STUDIES-DIG. These projects explain why the interface can be switched between Türkçe, English, Español, Italiano, Lietuvių and Ελληνικά (Greek), although the main catalog is Turkish.

A banner on the home page promotes EDUCrea, which it describes as "Avrupa Birliği ve Türkiye Cumhuriyeti tarafından desteklenen ve ODTÜ yürütücülüğünde geliştirilen" (supported by the European Union and the Republic of Türkiye and developed under ODTÜ's leadership). EDUCrea targets the creative industries with three tracks: Oyun Geliştirme (game development), Yeni Nesil Film (new generation film) and Giyilebilir Teknolojiler (wearable technologies). It promises access to current industry knowledge, creative and technical skill building and a chance to take one's own projects further, with "Esnek öğrenme: Kendi hızında ilerle, istediğin zaman eriş!" (flexible learning: go at your own pace, access it whenever you like). EDUCrea has its own address, educrea.bilgeis.net.

Support and information

The menu offers a "Bilgeİş Nedir?" (what is Bilgeİş?) page, an FAQ (Sıkça Sorulan Sorular), a media page, a privacy policy, terms of use and a usability page. Questions go to the center by email.

Who it suits

Bilgeİş suits Turkish-speaking adults who want short, practical courses that help at work: office software, communication, leadership, stress management, workplace health and safety, digital marketing, photography, microcontrollers and programming. The learner counts on its popular courses show that tens of thousands of people have taken its most popular titles. Women setting up IT businesses have a dedicated collection, teachers have their own category, and university lecturers can take the eye-tracking course in four languages. The free sign-up and a completion certificate from ODTÜ make it an easy, low-risk way to add a skill to a CV.

It suits less well a learner who wants a formal qualification or live teaching, or one who does not read Turkish, since only the project collections are offered in other languages. Several categories hold only one to three courses, so a learner wanting depth in cloud or security will find a starting point rather than a full program.
