Academia Portugal Digital is a free online learning platform for digital skills, run in Portuguese with part of its catalog also offered in English. The site's copyright belongs to the Agência para a Reforma Tecnológica do Estado (ARTE), the Portuguese state agency that also handles learners' personal data, and its promise is "diagnósticos de competências digitais e cursos certificados, 100% online para expandires a tua carreira" (digital skills diagnostics and certified courses, 100% online, to grow your career). It works like a national MOOC platform: open, self-enrolled courses written by a mix of public bodies, polytechnics, a university and a business school, all free to take.
The catalog
The courses page, titled "Cursos gratuitos para melhorares as tuas competências" (free courses to improve your skills), showed "154 resultados para 'Todos os cursos'" (154 results for all courses). Learners can filter by five themes (search and navigation, communication and sharing, content creation and management, security and privacy, and problem solving), by level (Iniciado, Intermédio and Avançado, meaning beginner, intermediate and advanced), by length (under 4 hours, under 8 hours, over 8 hours), by language (Portuguese or English) and by the organization that produced the course.
The subjects run wide. Cybersecurity covers fundamentals, good practice, incident response, cloud security and business cybersecurity strategy. Artificial intelligence runs from an introduction and everyday uses to generative AI, where learners "criar textos, imagens, áudio e vídeo com IA" (create text, images, audio and video with AI), and on to AI and machine learning at advanced level. Data courses take learners from fundamental concepts through business decisions to data preparation and exploratory analysis. Programming goes from basics and principles to programming languages and advanced practice, with longer courses on HTML, CSS, server-side web programming in PHP and relational databases with SQL. Emerging technology covers IoT, 5G, virtual and augmented reality, blockchain, 3D printing, cloud models and smart cities. A large citizenship strand deals with disinformation, digital identity and footprint, digital rights and duties, digital ethics, accessibility, digital inclusion and a course on GDPR for everyday life, "RGPD para cidadãos atentos". Workplace topics include productivity tools, project management, task automation, design thinking, usability and the digital transformation of businesses.
Most courses are short. A typical beginner or intermediate course takes 3 or 4 hours, and advanced courses take 6 or 8. The shortest are 2-hour courses such as "Quero Ser Digital" and one on eID and electronic certification. The longest are substantial: 21 hours each for introductions to HTML and CSS, 24 hours for a BIM methodology course in English aimed at civil engineering and architecture students, and 25 hours for web programming, database fundamentals, a communication course called "Comunicar com Clareza" and a teacher-focused MOOC from the Direção-Geral da Educação on active learning with digital textbooks.
Who makes the courses
The organization filter lists .PT, Cenjor, the Centro Nacional de Cibersegurança, the Direção-Geral da Educação, the Fundação para a Ciência e a Tecnologia, the Gabinete Nacional de Segurança, the Instituto Nacional de Administração, the Politécnico de Lisboa, the Politécnico de Tomar, Porto Business School, the Secretaria Geral do MAI and the Universidade de Aveiro, plus other entities and the Academy itself. That mix shows in the catalog. Porto Business School contributes two 12-hour courses, "Empreendedorismo Tecnológico" (covering a human-centered business model and a 2030 business plan) and "O Futuro da Indústria" (entrepreneurship, innovation and Industry 4.0). Courses built around Arquivo.pt teach how to search web content archived since the 1990s and how to publish a website so it can be preserved. Others are plainly public-service training: an introduction to classified information security, a course for polling station members on electronic electoral rolls, and "CSIRT in a Box", an introduction to incident response teams.
Mestres do Digital and the citizen courses
For people starting from little or no digital confidence, the Mestres do Digital (Digital Masters) series runs in levels: 1.1 on first steps in digital identity and online safety, 1.2 on digital citizenship and literacy for everyone, 2.1 and 2.2 on public services, security and cyber-awareness, and 3.1 on mastering and passing on digital knowledge. The stated aim is to help learners "domina os serviços públicos online e participa ativamente na cidadania digital" (master online public services and take an active part in digital citizenship). News posts on the home page describe the program also running in-person sessions in towns around the country. Shorter citizen courses sit alongside it, including "Cidadão Ciberseguro" (safe browsing), "Cidadão Cibersocial" (social networks), "Cidadão Ciberinformado" (checking whether news is true) and "Consumidor Ciberseguro" (shopping online safely).
How learning works
A learner registers, logs in and can start with "Testa o que sabes" (test what you know), a digital skills self-check; the courses page suggests it to anyone unsure where to start. Courses are then saved to a personal Plano de Formação (training plan), which the site helps build "com base nas nossas recomendações" (based on our recommendations). In that space learners organize their courses, mark the ones they have finished and, in the site's words, "coleciona conquistas enquanto desenvolves competências digitais. Sobe de nível e alcança o topo!" (collect achievements as you build digital skills, level up and reach the top). There is an invite feature for bringing friends in, a newsletter, a glossary and an FAQ, and a short video in which presenter Filomena Cautela explains how it all works. The menu also points to a second course collection, Cursos Emprego Mais Digital.
Cost and certificates
Everything is free. The home page sums up the offer as "Certificados e Gratuitos" (certified and free) and tells visitors "Obtém certificações para validar o teu conhecimento e da tua equipa" (get certifications to validate your knowledge and your team's). The certificate is the course certificate from the Academy; the pages present it as proof of the skills learned, which makes it useful on a CV, and the site does not tie it to any formal qualification.
Who it suits
Academia Portugal Digital suits Portuguese-speaking adults at almost any level of digital skill: someone who wants to use public services online with confidence, a jobseeker adding cybersecurity, data or AI basics to a CV, a professional who wants a short course in project management or automation, and a beginner programmer ready to put 25 hours into web development or SQL. Teachers have a dedicated MOOC from the Direção-Geral da Educação, and employers can point whole teams at the catalog. English speakers can take the subset of courses offered in English, though the site itself is in Portuguese.
It suits less well a learner who wants a tutor, a live class or a cohort, since the platform works as self-paced courses with a personal plan, or one who needs a formal qualification rather than a course certificate. As a free, wide and well organized catalog of short digital skills courses, it is an easy and useful place to start.
